The Right To Certain Beds Under the Waters of Jamaica Bay.on 14 June 1900 at Brooklyn, Kings, New York.8
The clam and oyster diggers who make a living about Jamaica Bay are at present engaged in a dispute as to the ownership or certain bivalves that lay sleeping underneath the placid waters of that arm of the sea. There is a certain subdivision numbered eight of section 640 or the penal code, which Is to the effect that all waters belong to the state, and that if an individual rents a portion of the land underneath the waters and plants thereon oysters and clams, such planting and the fruits thereof shall be the property or the planter to have and to hold or to dispose of as he sees proper.
Walter C. Denton, who gives his residence as East Ninety-third street and Avenue K, Canarsie, claims that he has complied with the law in leasing certain ground under water and adjacent to the shores of Jamaica Bay where he has planted oysters and other shell fish and that, as a consequence, the oyster beds are of his possession. He also claims that, on information received from George Blake 24 years old, a driver, living at East Ninety-second street and Avenue K, and Frank Tompkins, 21 years old, same business and address. Edward Van Houton, Abram Vooris, James Hall and William Ryder went to his oyster beds and took therefrom some of his property.
The matter will be brought to the attention of Magistrate Steers in the Grand street police court yesterday on summonses issued at the request of Denton. The four summoned oyster diggers told the magistrate that while they had been at the oyster beds mentioned, those beds had never been leased by Denton or planted by him and therefore were public property. The magistrate decided that in the dispute there was a question of crime, so he had the summons changed to a complaint and warrants issued for the defendants, which were served on Lemon.
Walter died on 14 April 1943, at New York, at age 75,9,10 and was buried at Canarsie Cemetery, Brooklyn, Kings, New York.11

Due to a need for men to serve during World War I, the United States instituted a draft. The first registration was for men between the ages of 21 and 31. As a result, this first registration included men born between June 5, 1886 and June 5, 1896. As World War I continued to escalate, the United States instituted a second draft registration. The second registration was for men who had turned 21 since June 5, 1917, so it added men born between June 5, 1896 and June 5, 1897. Two months later, a supplemental registration was held on August 24, 1918 for men who had become 21 years of age since June 5, 1918, adding the names of men who were born between June 5, 1897 and August 24, 1897. With no end in sight for World War I, the United States instituted it's third and final registration. It included all men who were between the ages of 18 and 21, and 31 to 45 years of age. This added younger men than the previous registrations, those who were born between September 12, 1897 and September 12, 1900; and added an older group of men, born between September 12, 1873 and September 12, 1888. William filled out a draft card for World War I on 5 June 1917 (at age 23), while living at Canarsie, Kings, New York. He was employed as a carpenter and described as height, tall and medium build with blue eyes and brown hair..4

Just about a year before that, in October 1940, President Roosevelt had signed into law the first peacetime selective service draft in U.S. history, due to rising world conflicts. After the U.S. entered WWII a new selective service act required that all men between ages 18 and 65 register for the draft. Between November 1940 and October 1946, over 10 million American men were registered. The Fourth Registration, often referred to as the "old man's registration", was conducted on 27 April 1942 and registered men who born on or between 28 April 1877 and 16 February 1897 - men who were between 45 and 64 years old - and who were not already in the military. William filled out a draft card for World War II on 27 April 1942 (at age 47), while living at Queens, Queens, New York. He was described as 5 ' 11", 204 lbs., ruddy complexion, blue eyes and brown hair. William was working for the New York City Fire Department, 1361 Rockaway Parkway, Brooklyn, New York.6
